Year 2116: The Japanese government starts exporting the Sibyl System unmanned drone robots to problematic countries, and the system quickly spreads around the globe. The Sibyl System is introduced as an experiment by SEAUn (the South East Asia Union), a state in the midst of a civil conflict. The coastal village of Shambala Float gains momentary calm and safety under the new method. However, SEAUn then dispatches terrorists to Japan. They get through the Sibyl System and assault from within. This occurrence is shrouded in the shadow of a certain man. Tsunemori, as police chief, travels to Shambala Float to investigate.
