With their victory in the 63rd National Sensha-dou competition, the girls of Ooarai High School were able to save their school from closure by the Japanese Ministry of Education. However, additional problems are looming: a ministry official claims that the agreement was not legally binding and that the Ooarai school carrier would be deactivated. Students and their families are enraged by this injustice and filled with despair; it appears that there is little that can be done to rescue the institution. Their final ray of hope is a planned match against the All-Stars University Sensha-dou squad, which is made up of the best students from throughout the country. Despite being vastly outnumbered and plainly outclassed, Ooarai accepts the challenge.
